An international expert in NGN technologies, regulation, interconnection and broadband policy with 35 years of experience in all aspects of telecom — including 25 years with Government and the Regulator — Satya N. Gupta is publicly recognised as an Analyst, Author, Advocate and Advisor on ICT-related policies, projects and business. Globally known as “NGNguru”, he is a trainer and coach for telecommunication technologies, policy and regulation, and a Govt. Affairs and Regulatory advocate.

He is the author of “Everything over IP — All you want to know about NGN” and “Bandwidth Factory — Last mile as a Managed Service”, and originated the “Job Factory” concept — converting unemployment into intrapreneurship — now being used to create jobs in rural India. His research-based work “Extra Mile — Walking the Talk on Rural Broadband Business” brings out innovative business models to make it happen. He is a public keynote speaker at most ICT events in India and the founder of the NGN Forum in India.

A triple master in Electronic Technology, ICT Management, and Telecom Regulation & Policy, he was inducted as the youngest Life Fellow of IETE (1991) and conferred Chartered Engineer in 1996. He joined the Ministry of Communications in 1981 and the Ministry of Railways in 1983 through the Indian Engineering Services, after post-graduation in Electronics and Communication from IISc Bangalore. Over 25 years with Government he served as Senior Project Manager (passenger reservation computerisation, Mumbai), Professor of Telecom Training at IRISET Secunderabad, Project Director (GM) of IRCON International’s OFC project, and Principal Advisor (Additional Secretary level) at TRAI, in charge of the Converged Network, Broadband, NLD, ILD and Interconnection division.

He received the Railway Minister’s award (1995–96) for the Delhi-area digitalisation project of Indian Railways, and pioneered the concepts of NIXI, NIR, IPv6, unlicensed spectrum, VoIP, Broadband Policy, NGN and RailTel in the country — all up and running today. He has been associated with the ITU (UN body) as an NGN expert and with the Commonwealth Telecom Organisation as an NGN trainer; he is Vice-President and Trustee of PTC India Foundation, elected Jt. Secretary-General of the APT-ITU Foundation of India, a member of the India IPv6 Task Force oversight committee, a nominee director of IT-ITES SSC (NSDC), Executive Secretary-General of Amity International Telecom Forum, and Vice-Rapporteur of SG1 of ITU-D dealing with NGN, broadband and IPv6 migration.

Presently he heads Bluetown’s India and Asia operations, with overall responsibility of “Making It Happen” — its vision of connecting the unconnected people in rural areas of the world.

Ravindra Kr. Mishra, ITS, graduated in Electronics and Communications Engineering in 1981 and joined the ITS cadre in the Department of Telecommunications in 1983, working across different field organisations of DoT. From October 2000 he worked with BSNL on telecom administration, operations, installation and maintenance, and modern telecommunications projects at national and international level.

From 2010 to 2012 he served as Principal Advisor with TRAI at the level of Additional Secretary to the Govt. of India, heading Administration, International Relations and Regulatory Enforcement. He has served on the boards of IIT CoE and IIM Ahmedabad programmes and of two PSUs — Indian Telephone Industries (ITI) and Millennium Telecom Ltd (MTL) — and was deputed as an expert to China, Germany, France and other countries.

In DoT from 2012 onwards he worked as Deputy Director General in the Security, SU and Establishment divisions, and later with TCIL as Senior Consultant (Telecom). Presently he is CEO of SAAM CorpAdvisors Pvt. Ltd., New Delhi — leading the firm’s consultancy in regulatory, licensing and advisory engagements in the Telecom & IT sector.

Harjit Kumar Khurana — B.E. (Honours) in Electronics & Electrical Communication from Punjab Engineering College, Chandigarh (1980) and a PGDM — is a Fellow of IETE, New Delhi with over 36 years of industry experience, primarily in consumer electronics and durables, mobile devices and solar LED lighting. Customer services, training and manufacturing have been his forte.

Known for a customer-focused approach, he has repeatedly been recognised for creating lean teams and collaborating with external groups including ODMs and principals such as Panasonic, Sony, Ericsson, LG, Philips and Boxin Solar, as well as franchisees and distribution channel partners across India.

Since 2016–17 he has worked as an independent consultant on project-based assignments — helping global clients improve performance through industry benchmarks, leading practices, new market assessment, buying-behaviour analysis and technology scanning, reinforcing secondary research with primary interactions with domain experts.

Ramesh C. Hooda

Ramesh C. Hooda graduated in Electronics & Communication Engineering in 1979 from R.E.C. Kurukshetra (now NIT Kurukshetra), joined the ITS cadre in the Department of Telecommunication in 1982 and completed an MBA during service. A telecom professional with more than 36 years of experience, he headed various Telecom Districts as TDE and GMT in Rajasthan and Haryana, and served as General Manager (Tech & Projects) of the Data Network Circle — dealing with NIB, BBNOC and international internet bandwidth procurement.

He was involved in telecom operations, maintenance and installations across technologies, and associated with the CDR, ERP and NOFN (Bharat-Net) projects during his tenure in BSNL. His training spans project management, data communications and internet technologies — including APT-sponsored training at NTT Tokyo (1994) and deployment training at SGI Singapore and Cisco Systems & Sun-Netscape Alliance, San Jose (2000).

He was actively involved in implementing Bharat-Net (Phases 1 & 2) for broadband connectivity to Gram Panchayats in Haryana and Punjab, and was awarded a Certificate of Excellence by the Hon’ble MoS (Communications) for significant contribution to achieving the Bharat-Net Phase-1 target of 1 lakh Gram Panchayats. He is associated with PTC India Foundation, is a Life Member of the APT-ITU Foundation of India, and presently provides consultancy for the implementation of a national cyber-crime project.
